Nationally Determined Contribution Gender Action Plan (NDC GAP) 2024-2030

Recognizing the need to promote women’s full participation in dealing with climate change and environmental challenges, the Climate Change Commission (CCC), together with government agencies in the climate change adaptation and mitigation (CCAM) sector — the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Transportation (DOTr), Department of Energy (DOE), and Philippine Commission on Women (PCW)— developed the Philippines’ Nationally Determined Contribution Gender Action Plan (NDC GAP) 2024-2030.

The NDC GAP, aligned with the Philippines’ NDC Implementation Plan,  serves as a roadmap in mainstreaming gender into climate change actions in the agriculture, transportation and energy, waste, and industry processes and product use (IPPU) sectors. It is aligned with the goals set by countries under the UN Framework Convention on Climate Change (UNFCCC) and its Enhanced Lima Work Program on Gender and its Gender Action Plan in 2019.

The NDC GAP is developed with support from the United Nations Development Programme (UNDP) in 2021 and the Asian Development Bank (ADB) in 2024.
